Background
You can access the Personalization section from the Windows 10 Settings menu.
From here you can change your desktop wallpaper and how it fits on your screen. This is also where you want to go for setting up an active wallpaper like a slideshow of pictures or colors that rotate out based on a timer setting.
Colors
This is where you can pick the accent color for your windows, menus and other items that are affected by theme settings. I have mine set to Automatically Pick an Accent Color from my Background; which is a dynamic mode that allows Windows to automatically choose an accent color. This mode picks a color that compliments the colors in your desktop wallpaper.
If you want to manually choose a color yourself simply turn off this feature and select one of the 49 colors that come stock with Windows 10.

Lock Screen
This is where you customize your lock screen, which is the screen that comes up when you first turn on your computer and type your password in. You can also disable the lock screen entirely if you prefer.
From here you can also set your background picture on your lock screen, or choose a custom picture from your PC. There's a setting here for having facts, tips, tricks and more that you can enable or disable.
The Lock Screen also allows you to choose one app to show detailed status on the lock screen; such as the weather.

Themes
Clicking on the Themes settings on the right will just open up the Personalization window again from the Control Panel.

Start
Here you can customize your Start Menu slightly. I only say slightly because it's not highly editable. There's a preview of what your changes will look like on the top so you can see what your changes will look like before finalizing them.
Have you noticed that every once in a while when you open your Start Menu there's an ad for some popular app in there? Well that can be disabled by turning off "Occasionally show suggestions in Start".

Many users complained about this and requested the return of a simple start menu. If you happen to actually prefer a full screen start menu you can turn that back on using "Use Start full screen".
